Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.

Receives and analyzes operational reports for errors and determines areas where corrective action is needed.

Develops and proposes methods to decrease vulnerability of the Civilian Pay Program.

Performs quality control examinations of operations, policies, procedures and internal controls to prevent and detect deficiencies in the operation of functional systems.

Leads and/or conducts a variety of management studies related to a broad spectrum of civilian pay issues that may interface with other functional areas to include human resources, accounting, and disbursing.

Reviews and interprets laws, policies, regulations, directives, etc., pertinent to financial management to establish their impact on civilian pay operations.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. GS 12: Education is not substitutable for specialized experience at this grade level.
