The Department of Conservation and Recreation seeks applicants for a Fiscal Officer V – Assist Budget and Payroll to perform the following duties:

Statement of Job Duties and Responsibilities:

The Assistant Budget Director / Payroll Director works closely with the Budget Director and CFO in the formulation of policy and strategy for numerous agency-wide finance initiatives. This role requires the implementation of fiscal policy decisions through, Mosaic, the Commonwealth's state accounting system.  Expert knowledge of Mosaic and Labor Cost Management which interacts with HRCMS, state payroll, is critical for this position.

The Assistant Budget Director / Payroll Director regularly works with Budget Director and CFO to evaluate fiscal resources, primarily related to payroll across multiple funding sources (Operating, Capital, Federal, Trust).  This is a complex network of payroll funding requiring strong analytic and technical accounting skills and the development of fiscal analyses using large amounts of payroll data and serves in critical role in long-range planning of assigning fiscal resources, especially as related to payroll.

The Assistant Budget Director / Payroll Director Issues agency-wide orders on use of SSTA timesheet coding as they are developed.  Oversee how the payroll coding is linked to the appropriate funding source and tracked through reporting.

The Assistant Budget Director / Payroll Director Participates in development and supporting regular presentations to Commissioner, Secretary and other senior leadership staff.

The Assistant Budget Director / Payroll Director Ensures the integrity, accuracy, and effectiveness of payroll and workforce management processes through strong internal controls, monitoring programs, data analysis, and continuous improvement initiatives.  

Helps identify workforce risks, improve labor cost management, strengthen accountability, and support informed decision-making.

Ensures sensitive employee data is kept confidential.

Leads payroll process improvements and resolves complex payroll issues. 

Preferred Qualifications

  • Work experience supervising and/or managing staff.  
  • Knowledge and familiarity with government financial rules, regulations, and policies.
  • Work experience and familiarity with Massachusetts state finance systems (MOSAIC, HRCMS, LCM, etc.).

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results).

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
