About the role
This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities Operations and Services Division (FOSD), Facilities Operations Group (FOG), Pentagon Heating and Refrigeration Plant (PHRP). The PHRP operates on a 24-hour, seven day a week basis and provides services to personnel and equipment essential to national defense. The FOG program is responsible for all campus utility and services for the Pentagon.
This is a Direct Hire Public Notice. This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of War, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoW and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoW designated by the Secretary as a shortage or critical need category, as outlined in Table 1 . Incumbents typical work assignments may include the following: Operate, troubleshoot, and repair the Allen Bradley Utility Monitoring and Control System (UMCS), the ICONICS SCADA system, and various utility generation and distribution systems (e.g., Chilled Water, Steam, Electrical, HVAC, Natural Gas) with little or no supervision. Conduct operational testing of newly modified systems, perform preventive and corrective maintenance, and run first-level diagnostics on complex plant instruments, controls, and electronic devices. Respond to service calls regarding industrial control systems or equipment failures. This includes troubleshooting, repairing, programming, and installing components like variable frequency drives (VFDs), circuit boards, sensors, and Programmable Logic Controllers (PLCs). Operate, start, and shut down critical equipment (such as boilers, condensers, and feed water systems) using control room computers or manual controls. The incumbent must recognize abnormal conditions from alarms or computer screens and take steps to restore safe conditions. Inspect, troubleshoot, calibrate, and fine-tune complex systems and instruments during operational testing. This involves diagnosing and repairing malfunctioning controls either on-site or in the workshop.
