About the role

The Chief Clinical Officer (CCO) serves as Spurwink’s senior clinical executive and is accountable for the financial performance, operations, staffing, quality, safety, integrity, and effectiveness of clinical services across the organization. This role provides enterprise-wide oversight of all clinical service lines and care settings, with primary operational accountability for Outpatient and Community Services.

The CCO provides enterprise-wide clinical leadership to ensure that clinical practice, outcomes, workforce development, and regulatory compliance are aligned with Spurwink’s mission, values, and strategic priorities.

The CCO champions an organizational culture that promotes excellence, commitment, belonging, dignity, inclusion, engagement, and meaningful recovery for clients and staff. As a member of the Executive Leadership Team (ELT), the CCO partners across the organization to embed values-based practices and clinical models into client care, daily operations, and organizational decision-making.

DUTIES: 

  1. Serves as the organization’s senior clinical executive, accountable for the overall financial performance, operations, staffing, quality, safety, and integrity of Outpatient and Community Services programs, with consultation and coordination with the leadership of Children’s Residential and Educational Services and Adult IDD Residential Services.
  2. Provides strategic clinical leadership aligned with Spurwink’s mission, vision, values, and Strategic Plan.
  3. Leads the development and execution of Spurwink’s enterprise clinical strategy in alignment with organizational growth, payer trends, and community needs.
  4. Ensures that all clinical services are grounded in evidence-based, best, and/or promising practices and are implemented consistently across programs.
  5. Have final clinical authority for clinical standards of practice, clinical policies, and ethical decision-making across the organization.
  6. In partnership with the Chief Quality Officer, leads enterprise-wide clinical quality, outcomes measurement, and continuous quality improvement initiatives.
  7. Ensures organizational compliance with all clinical, contractual, and regulatory requirements, including licensure and accreditation standards.
  8. Provides executive oversight of clinical risk management, including client safety, adverse event response, and mitigation of clinical risk.
  9. In partnership with the Chief Financial Officer, provides executive oversight of program fiscal management, including annual budgeting, monthly monitoring, and lifecycle oversight.
  10. Uses clinical, operational, and financial data to monitor enterprise performance indicators and drive continuous improvement across services, including executive-level and Board-facing reporting as appropriate.
  11. Serves as a member of the Executive Leadership Team (ELT), contributing to enterprise-wide decision-making, strategy, and organizational performance.
  12. Collaborates closely with the President & CEO, Chief Operating Officer, Chief Quality Officer, Chief Financial Officer, and other executive leaders to align clinical priorities with financial and operational goals.
  13. Provides executive leadership and oversight for clinical leaders, including Vice Presidents and Senior Directors, ensuring accountability, consistency, and high performance.
  14. In collaboration with the Executive Leadership Team, develop and implement policies and procedures aligned with the Strategic Plan, agency values, and clinical priorities.
  15. Leads and oversees the clinical components of program growth and development, RFP responses, and implementation of new clinical services.
  16. Represents Spurwink with external stakeholders, partner agencies, payors, regulators, and community partners on clinical matters.
  17. Serves as a clinical thought leader representing Spurwink in regional, state, and professional forums.
  18. Ensures effective communication and collaboration with families, referral sources, and community partners to support high-quality clinical care.
  19. In collaboration with Human Resources and Professional Development, ensures clinical workforce sustainability through licensure oversight, training, leadership development, succession planning, and retention strategies.
  20. Provides clinical consultation, coaching, and supervision as appropriate to support clinical excellence and leadership development.
  21. Promotes a clinical and workplace culture that reflects Spurwink’s values and fosters a safe, inclusive, and supportive environment for staff and those served.

QUALIFICATIONS: 

Experience and Education Required: Master’s or Doctoral Degree in Social Work, Counseling, Psychology, or related clinical discipline. Independent mental health clinical licensure in the State of Maine required. Minimum of 8–10 years of progressive clinical leadership experience, including executive or system-level oversight. Demonstrated experience leading multi-service clinical operations, quality improvement, and regulatory compliance within complex behavioral health or human services organizations. Proven success managing large-scale clinical programs while supporting fiscally sustainable operations.
