About the role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Directorate of Public Works - Master Planning Division, Fort Campbell, KY.

Serve on the staff of the Master Planning Division with responsibility for managing Fort Campbell Master Plan.

Divide planning projects into logical components for execution by self or others.

Coordinate with customers to develop solutions to complex planning problems related to conflicting factors of land use, development proposals, socioeconomic effects and environmental constraints.

Project space and facility requirements to identify deficiencies and oversees the development of recommendation for the equitable allocation of available space.

Responsible for planning, and recommending, in concert with Public Works Engineering, improvements necessary to maintain a safe, functional and modern Installation infrastructure.

Prepare estimates for use in budgeting to execute planning, engineering and design services.

In addition to meeting the Basic Requirement, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-11: One year of specialized experience which includes 1) Conducting studies for planning, architecture, and engineering for land uses and facilities and 2) Assist in the formulation of construction cost estimates and economic analysis of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for GS-12: One year of specialized experience which includes: 1) Developing/managing a master plan to include managing project programming; 2) Evaluating programs and development plans for construction, renovation, and/or improvements of real property facilities at major installations or regional communities; and 3) Reviewing engineering project plans and facility requirements for accuracy and completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
