Contract Specialist

Perform Pre-Award and Post Award acquisition functions above the Simplified Acquisition Threshold (SAT) within the Standard Procurement System (SPS), Procurement Desktop (PD2) and Material Access Technology (MAT) System.

Responsible for solicitation, analysis, evaluation, and negotiation of contractor’s proposals for highly complex and highly technical requirements.

Review requests for the procurement of complex equipment and/or supplies.

Perform cost or price analysis, including review of cost breakdowns to determine reasonableness.

Award contracts within delegated contracting officer authority or recommends award to the contracting officer outside delegated authority.

Administer contracts and assist contract administration offices in the administration of contracts.

Serve as the principal contact for the contract and represent the command in conferences with industry, and State and local government pertaining to the procurement.

The incumbent will serve as a warranted Contracting Officer and may be responsible for applying signature to final award documents to obligate DLA funds.

Substitution of education may not be used in lieu of specialized experience for this grade level.
