Annual Salary: $110,000 - $115,000
Duties and Responsibilities
Program Leadership and Management
- Provide overall leadership and oversight for FFT, foster care, licensing, and related family services programs.
- Develop, implement, and monitor program goals, objectives, priorities, procedures, and performance measures.
- Ensure programs operate in compliance with agency policies, contractual obligations, accreditation standards, and licensing requirements.
- Participate in organizational management processes related to staffing, financial management, program growth, quality improvement, community engagement, and business development.
- Identify opportunities to enhance services and adapt programs to meet emerging community and client needs.
- Represent programs in community stakeholder meetings, advisory committees, and professional organizations.
- Staff Supervision and Development
- Supervise clinical, licensing, recruitment, and foster care staff to ensure effective service delivery and compliance with professional standards.
- Assign duties, monitor workloads, and ensure staffing ratios and caseloads remain within established guidelines.
- Hire, train, mentor, coach, evaluate, and, when necessary, discipline staff in accordance with agency policies.
- Conduct performance evaluations and provide ongoing supervision, consultation, and professional development opportunities.
- Orient and train new staff on assessments, treatment planning, documentation requirements, foster care procedures, licensing standards, and agency expectations.
- Monitor staff training needs and ensure completion of required trainings, certifications, competencies, and credentialing requirements.
- Approve timesheets, travel claims, and other administrative documentation.
Clinical Oversight and Service Delivery
- Provide clinical leadership and consultation regarding assessments, treatment planning, service coordination, crisis intervention, therapy, and case management activities.
- Ensure the quality and accuracy of assessments, treatment plans, progress notes, home studies, family assessments, and all required documentation.
- Facilitate treatment team consultations and provide oversight of clinical decision-making.
- Maintain professional licensure and clinical competency through continuing education, workshops, conferences, and professional consultation.
- Provide direct clinical services as needed, including intake assessments, treatment planning, counseling, crisis intervention, and care coordination.
Foster Care Licensing and Family Support
- Oversee foster home licensing, re-licensing, retention, recruitment, and support activities.
- Collaborate with licensing and recruitment staff to ensure an adequate pool of qualified foster families.
- Review and approve home studies, family assessments, and agency approval forms for foster family licensure.
- Work closely with recruitment and training staff to ensure foster families are appropriately screened, trained, and approved before child placement.
- Develop and maintain foster care policies, procedures, and the Foster Family Handbook.
- Establish and support foster parent support groups and evaluate satisfaction surveys to improve training and support services.
- Ensure foster families receive timely information regarding licensing requirements, policy changes, and child welfare regulations.
Quality Assurance and Compliance
- Monitor and maintain compliance with child welfare laws, licensing regulations, Medicaid requirements, grant requirements, and agency policies.
- Ensure accurate documentation of services and timely completion of required reports, including monthly, quarterly, and annual reporting requirements.
- Lead quality improvement initiatives and ensure program participation in organizational quality management processes and scorecard measures.
- Ensure prompt reporting of incidents, use of physical force, allegations of abuse or neglect, and any situations involving potential inappropriate relationships in accordance with agency, contractual, and state requirements.
- Cooperate with licensing authorities and investigative agencies regarding reports or allegations involving foster families or program participants.
Financial and Administrative Management
- Manage program budgets and assist in the development, monitoring, and justification of annual budget recommendations.
- Participate in monthly budget reviews and recommend adjustments as necessary.
- Analyze program data and operational performance to support financial planning and strategic decision-making.
- Ensure effective resolution of employee concerns, grievances, and disciplinary matters consistent with agency policies and Human Resources guidance.
- Community Relations and Business Development
- Serve as the primary point of contact for external agencies and partners related to foster care and family services, including managed care organizations, licensing agencies, grant administrators, Medicaid representatives, and community stakeholders.
- Ensure foster care programs maintain active advisory committees that meet regularly.
- Build and maintain collaborative relationships with local, state, and national advocacy organizations.
- Support organizational growth initiatives, grant opportunities, competitive procurements, and business development activities.
