About the role

The International Human Resources Director provides strategic leadership and direction for FCA's international human resources function. This role develops and leads global HR strategies, policies, systems, and practices that support FCA's mission, ministry priorities, international growth, and organizational health. The Director serves as the primary international HR advisor to executive leadership, regional and divisional leaders, international entities, and staff, with Human Resources, to establish scalable, culturally appropriate, and compliant employment practices.

MINISTERIAL DUTIES

These responsibilities are critical to the FCA mission, and this position plays a vital role in our ministry. FCA expects all functions and responsibilities outlined below to be carried out with a heart surrendered to serving God as a form of worship.

  • Lead, conduct and provide spiritual leadership for staff, volunteers, coaches and athletes through prayer, Bible study, worship and living by example so they are equipped to serve others.
  • Connect to and participate in a local church through worship and weekly involvement.
  • Conduct yourself in a manner that affirms biblical standards of conduct in accordance with FCA's Christian beliefs (see FCA's Christian Community Statement) at all times.

ROLE RESPONSIBILITIES

Strategic International HR Leadership

  • Develop and lead FCA's international HR strategy in alignment with the organization's mission, vision, Core Values, and global ministry priorities.
  • Serve as the primary strategic HR advisor to executive leadership, international leadership, regional and divisional leaders, and international entities.
  • Translate organizational priorities into scalable international HR strategies, policies, programs, and operating practices.
  • Lead the continued development of FCA's international HR infrastructure as the ministry expands into new countries and establishes new legal entities.
  • Prepare recommendations, reports, and presentations that support informed workforce decisions and represent International HR in cross-functional and executive-level discussions.

International HR Operations and Infrastructure

  • Direct HR operations throughout the international employee lifecycle, including workforce planning, recruitment, hiring, onboarding, employment changes, performance support, and separation.
  • Establish consistent international HR processes while allowing for appropriate legal, cultural, and operational differences between countries.
  • Develop and maintain international employee handbooks, policies, procedures, templates, employment documentation, and HR resources.
  • Provide oversight and guidance to divisional and regional HR representatives, entity leaders, supervisors, and staff responsible for local HR administration.
  • Ensure the integrity, confidentiality, and appropriate maintenance of international employee records and HR data, and establish useful HR metrics and reporting practices.

Global Workforce Planning, Recruitment, and Onboarding

  • Partner with leaders to assess staffing needs, develop job descriptions, determine appropriate employment arrangements, and establish equitable compensation.
  • Provide oversight of international job postings, candidate evaluation, interviews, selection, offers, background checks, and onboarding.
  • Ensure candidates have the required work authorization and that employment arrangements comply with applicable local requirements.
  • Provide guidance regarding employees, appointed staff, contractors, and other workforce classifications, and support succession planning for critical international roles. 

Compensation, Benefits, Payroll, and Leave Administration

  • Lead the development and implementation of FCA's international compensation philosophy and salary structures, balancing local-market and global-position considerations.
  • Conduct or coordinate compensation research and provide recommendations regarding salary ranges, allowances, benefits, and other employment provisions.
  • Oversee the development and administration of international employee benefits and statutory leave programs.
  • Partner with Finance, Payroll, external providers, and local professionals to establish and maintain compliant international payroll operations.
  • Monitor compensation and benefits practices for internal equity, market competitiveness, responsible stewardship, and legal compliance.

International Entity and Employment-Model Support

  • Provide HR leadership during the establishment and ongoing operation of FCA legal entities, branches, foundations, charities, and other international structures.
  • Collaborate with executive leadership, Legal Counsel, Finance, and local advisors to determine appropriate and sustainable employment models.
  • Develop country-specific hiring requirements, employment documentation, payroll processes, benefits, policies, and onboarding procedures.
  • Assess HR readiness before employing staff in a new country and support transitions between employment models, payrolls, entities, countries, or organizational structures.

Employment Compliance and Risk Management

  • Direct FCA's international employment-compliance strategy and monitor changes in applicable employment laws and regulatory requirements.
  • Ensure international HR policies, practices, contracts, and procedures are appropriately reviewed and aligned with local requirements and FCA policies.
  • Identify international employment risks and recommend practical solutions that support ministry objectives while protecting the organization.
  • Partner with FCA Legal Counsel and qualified local advisors concerning employment law, contracts, worker classification, employee relations, immigration, data privacy, and other legal matters.

Employee Relations and Organizational Health

  • Promote a healthy, Christ-centered work environment reflecting FCA's Christian Community Statement and Core Values of Integrity, Serving, Teamwork, and Excellence.
  • Advise leaders regarding employee relations, workplace concerns, conflict resolution, performance management, corrective action, and separation decisions.
  • Ensure employee concerns are addressed fairly, consistently, compassionately, and in accordance with FCA policies and applicable laws.
  • Lead or coordinate sensitive workplace reviews and investigations with appropriate leadership and Legal Counsel.
  • Coach staff in effective people management, communication, documentation, accountability, employee engagement, and retention.

Immigration and International Mobility

  • Provide strategic HR oversight for international assignments, relocations, transfers, and immigration-supported employment.
  • Coordinate with FCA Legal Counsel and qualified immigration professionals regarding work authorization, employment-based visas, and immigration-related workforce planning.
  • Advise leadership regarding the HR, financial, operational, and compliance implications of international relocations and cross-border employment arrangements. Develop and maintain policies, processes, and documentation for international assignments and relocations.

  • Communicates complex HR, legal, and operational matters clearly and produces high-quality policies, reports, presentations, recommendations, and executive communications.

  • Effectively leads all aspects of complex, cross-functional, and multi-country projects and supports leaders and employees through change.
  • Analyzes problems, identifies root causes, generates alternatives, implements solutions, evaluates outcomes, and improves processes and controls.
  • Understands budgets, financial statements, and the financial implications of international employment decisions.
  • Understands basic governance and operational considerations applicable to nonprofit and charitable organizations.
  • Represents FCA's Core Values of Integrity, Serving, Teamwork and Excellence and provides timely, thorough, thoughtful, and high-quality support.
