This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Business Management Unit. The primary purpose of this position is to serve as a Management and Program Analyst (MPA) Contracting Officer's Representative (COR). Typical work assignments will include: Monitoring the cost, schedule, and parameters of all assigned contracts and internal agreements, to include review and approval of invoices and vouchers; Initiating and conducting studies to evaluate the effectiveness of contract administration and execution; Developing technical requirements and statements of work for submission to contracting personnel for inclusion in Request for Proposals; Assisting in defining contract requirements, preparing requisitions for supplies and services, and ensuring that adequate funds are committed and certified; and Advising the Chief of the Business Management Unit and the Chief of Staff on technical matters relating to pre- and post-award acquisition activity, such as soliciting, evaluating, and negotiating contract awards. To meet agency needs, this position will be filled under a time-limited appointment, of more than one year but not-to-exceed (NTE) 4 Years based on management approval which will be determined by their review of workload requirements and available funding.
