About the role
Under the authority of the Project or Program Chief Vehicle Engineer (CVE), the Cost and Planning Manager is responsible for achieving the deadlines and resources of the project, by taking the necessary actions for their build, consolidation, and management.
Duties include:
- Implements and coordinates the overall project/program scheduling (by phase) in according to the applicable standards
- Manages the synthesis activity of the testing means: identification, scheduling, manufacturing and delivery to customers
- Manages the commercial launch plan (quantities and deadlines) in partnership with the brand, the plant and the Purchasing Department
- Contracts and coordinates the resource budget and manages the resources budget expenses
- Coordinates the steering processes and reports the project under deadline constraints
With the help of a planning specialists' team that operationally reports to the Planning and Cost Manager and hierarchically to PMO, the duties include:
- Builds the overall project/program schedule (1st level schedule)
- Defines, coordinates and manages, based on the overall project/program schedule, the activities of stakeholders teams involved in the project (2nd level schedules) and makes sure of the global consistency
- Defines and implements the launch plan scenario in terms of times and quantities
- Builds with the suitable stakeholders the detailed convergence of the project/program validation plan according to the allocated means budget
- Manages the pre-series means from their inventory to their delivery to the customers
- Manages the project validation for cost and planning
- Builds the list of vehicles to be updated
Cost Related Tasks:
- Establishes the project economic situation and leads the associated action plans
- Leads the project economical optimization to reach economic targets
- Manages the project annual budget
- Prepares the project entry into mass production
From a Budget Viewpoint:
- Coordinates, with the project/program stakeholders, the project contract convergence in terms of resources and means budgets
- Allocates the dedicated resources multi-annual budget to each stakeholder according to the scheduling. * Steers and reports the project budget KPI and Alerts the project team in case of deviation.
From a Management Viewpoint:
- Defines and organizes "PLM space project" from the beginning of the project
- Operationally manages the planning leaders assigned on the project/program by PMO
- Coordinates, for each project phases the following steering processes: roadmap, standard week, phase seminars and milestone planning
- Manages the right level of vehicle codification -per phase - with Prototype Department
- Establishes contractual links (written in the project management plan) that define the deliverables provided by: the synthesis areas of competences, the sub-systems leaders, the indicators requested to monitor the project/program in terms of time and resources
- Implements the monitoring of the smooth execution of the deliverables negotiated with the stakeholders
- Elaborates and manages preventive or curative action plans necessary to the achievement of time - resources objectives, leaning on a formalized risks analysis procedure in relation with Project Quality Manager
- Applies project management processes and procedures, coordinates the phases' "lessons learned" for the continuous improvement of the time management area of competence
Basic Qualifications:
- Bachelor of Science in Mechanical Engineering or Electrical Engineering or equivalent
- 8 years of engineering experience
- Experience in team leadership and cross-functional coordination Experience and understanding of the vehicle cost process (SCIE / VCE) Program lifecycle experience
- Experience in resident/quality engineering a plus Very strong presentational / communication skills Prowess in Microsoft Office application’s
- Strong ability to manage and direct budget matters
- Strong time management skills
Preferred Qualifications:
- Master of Science or Master of Business from an ABET accredited university Leadership experience and training Experience in various BICEEP discipline
