About the role

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, House Office Buildings, Assistant Director, Facilities Operations Division, Electrical Branch, Electrical Day, Evening and Night Sections. The Electrician Assistant Supervisor oversees the operations of the assigned Electrical Section in support of the House Office Buildings (HOB).

Tour of Duty: Monday - Friday 2:00 p.m. - 10:30 p.m. or Sunday - Thursday 10:00 p.m. - 6:30 a.m. Note: This position is essential. The incumbent is required to report to work during emergencies and inclement weather situations. The tour of duty will include weekends, evenings and holidays on a regular and recurring basis. Tour of duty may be other than Monday through Friday. Duties include, but are not limited to: Plan use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to month basis. Establish deadlines, priorities and work sequences and plan work assignments based on general work schedules, methods and policies set by higher level management. Coordinate work with supporting or related work functions controlled by other supervisors. Determine the number and types of workers needed to accomplish specific projects. Determine how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Redirect individual workers and resources to accomplish unanticipated work and/or equipment failure, etc. Inform the Branch General Foreman of the need to revise work schedules and re-estimates labor and other resources. Participate with the General Foreman in the initial planning of current and future work schedules, staffing needs, estimates and recommendations as to scheduling projected work. Assign work to employees directly and through leaders and provide technical direction and/or assistance in accomplishing the work. Observe work in progress, investigate work related problems (e.g., excessive costs, low productivity, workload imbalance and acquisition or development of specialized tools, etc.) and determine causes. Implement corrective actions to resolve work problems. Recommend acquisition of specialized equipment and tools. Resolve staffing and work operations problems. Establishe or revise standard operating procedures for the work operation. Plan and establish leave schedules. Determine training needs of subordinates and arrange for its accomplishment. Counsel employees on performance, set performance standards and make formal appraisals of subordinates' work performance. Interview candidates for vacancies and recommend employees for promotion or reassignments. Counsel employees on problems and adjust informal complaints through discussions with employees and union representatives. Initiat proposals for formal disciplinary action as needed. May serve as management representative at hearings, meetings and negotiations involving labor-management relations. Serve as Contracting Officer's Representative (COR) to ensure accurate and adequate oversight of contractor performance according to contract requirements. Perform timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Assist in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government's behalf when appropriate. Review completed work, evaluate quality and recommend acceptance or rejection of completed work to the Contracting Officer prior to any payment. Accomplish installation and testing, troubleshooting, maintenance and repair work on the electrical mechanisms of controls, systems, and circuits, such as air conditioning components, lighting, invasion recognition systems, electrical admission controller devices, kitchen appliances, fire recognition and panic systems, batteries and other supplies that generate power in the House Office Buildings. Perform other related duties as assigned.
