About the role
The Department of Transitional Assistance (DTA) is seeking qualified applicants for the position of Collections Supervisor. The ideal candidate will supervise and manage the daily activities and operations of staff assigned to the Collections Unit.
The Collections Supervisor will manage financial reporting, reconciliation, payment processing, and collection activities related to DTA overpayment claims. This position will collaborate with internal and external partners to ensure collection activities are completed accurately, timely, and in compliance with applicable state and federal requirements.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Supervise daily Collections Unit operations, including staff workload, priorities, performance, attendance, and timely completion of assignments.
- Manage Colections Unit telephone operations, ensuring timely call response, adequate coverage, and appropriate handling of client and stakeholder inquiries.
- Design, maintain, review, and improve monthly, quarterly, and annual recoveries, reimbursement, and financial reports.
- Ovrsee the reconciliation and online filing of required United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) reports.
- Document and report the USDA Letter of Credit (LOC) to the Executive Office of Health and Human Services (EOHHS) Federal Revenue Unit.
- Report weekly deposits to the Accounting Unit and provide the distribution of receipts by revenue source.
- Reconcile Massachusetts and Federal Payment Intercepts and refunds with MMARS records and resolve discrepancies.
- Direct collection activities for DTA overpayment obligations, including SNAP, TAFDC, and EAEDC, ensuring accurate and timely posting of payments.
- Prepare, review, and reconcile financial statements, documents, records, transactions, and reports to ensure accuracy and conformance with established standards and reporting requirements.
- Respond to and oversee responses to client, advocate, and other stakeholder inquiries related to overpayment claims, collection activity, payments, refunds, and reimbursements.
- Coordinate with DTA leadership, Accounting, Finance, program areas, and state and federal partners on collections, reconciliations, reporting, systems, and operational issues.
- Perform related duties as required.
Required Qualifications:
- Knowledge of the principles and practices of staff supervision and management.
- Knowledge of the principles and practices of auditing.
- Knowledge of the methods of general report writing.
- Ability to analyze and determine the applicability of financial data, to draw conclusions and appropriate recommendations.
- Ability to read, interpret, and prepare documents such as financial reports and accounts.
- Strong oral and written communication skills.
- Ability to work in a team setting and deal tactfully with others.
- Ability to gather information by examining records and documents and through questioning individuals.
- Ability to write concisely, express thoughts clearly, and develop ideas in logical sequence.
- Knowledge of the principles and practices of tax accounting.
- Ability to maintain accurate records.
- Ability to establish and maintain harmonious working relationships with others.
- Ability to correctly enter payment information in systems by examining records and documentation.
- Knowledge of the terminology and standard abbreviations used in governmental accounting
- Knowledge of principles, practices and techniques of supervision.
- Knowledge of the methods and techniques of financial analysis.
- Ability to supervise staff by assigning and reviewing work, evaluating performance, identifying training needs, motivating employees, and addressing disciplinary matters.
Preferred Qualifications:
- Knowledge of the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
- Knowledge of the types and uses of agency forms.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
II. A Graduate degree with a major in accounting, business administration, or business management may be substitute for a maximum of two years of the required (A) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitution will be allowed for the required (B) experience.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
