About the role

This developmental position is for the Office of the Service Chief in the Community Based Outpatient clinic for the Nursing and Patient Care Services Primary Care at the VA Pacific Islands Health Care System. The position composes a career ladder structure to the full performance level of Supervisory Administration Officer at Windward VA Clinic.

The primary purpose of this position is to serve as the principal administrative advisor to the Service Chief of Community Based Outpatient Clinic and leadership across VAPIHCS outpatient sites including CBOCs and rural health clinics. The incumbent provides expert technical support and administrative management, applying advanced analytical and evaluative methods to improve organizational efficiency and effectiveness. The work spans multiple functional areas, budget and finance, human resources, program analysis, performance improvement, logistics, and policy coordination and requires independent judgment, interpretation of regulations, and adaptation of guidelines to complex administrative issues. The work is to plan, conduct, and deliver administrative analysis and operational support that enhance the efficiency and productivity of Primary Care Service operations. The incumbent applies qualitative and quantitative techniques to resolve substantiative administrative problems, develop new or modified work methods and recommend improvements that influence managerial decisions and resource utilization. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. NOTE: At the GS-11 level (full performance), the position is supervisory.
