Position Summary:  The Program Funding Specialist is responsible for managing a broad portfolio of billing, purchasing, and program support service functions across multiple Workforce Development funding streams. This role ensures accurate, timely, and compliant billing while also overseeing the distribution and tracking of financial transactions and services (e.g., training-related assistance such as transportation, tools, tuition support, and emergency aid). The position plays a key role in ensuring both fiscal accountability, financial compliance, and participant success.  

Hourly Rate: $27.92 - $30.35 per hour

Essential Duties and Responsibilities: The Program Funding Specialist responsibilities include the following and other duties as assigned: 

Billing & Revenue Cycle Management 

  • Prepare, process, and submit invoices to the Finance Department for a variety of funding sources including:  
  • Government contracts (federal, state, and local) 
  • Grants and reimbursements 
  • Fee-for-service and tuition-based programs 
  • Track billing schedules, deliverables, and reimbursement timelines and ensure all requirements are met 
  • Monitor accounts receivable and follow up on outstanding payments with Finance Department 
  • Reconcile billing activity with financial and program data to ensure alignment and compliance. 

Purchasing & Expense Management 

  • Process purchase requests, vendor payments, and reimbursements tied to program and participant needs 
  • Coordinate and process funds for participant support services, including:  
  • Transportation assistance (bus passes, gas cards) 
  • Work-related tools, uniforms, and supplies 
  • Tuition, testing fees, and training-related expenses 
  • Emergency or barrier-reduction support 
  • Ensure all support services are distributed in alignment with funder guidelines and eligibility requirements 
  • Coordinate with vendors and internal teams to procure goods and services 
  • Ensure purchasing complies with organizational policies and funding source requirements 
  • Monitor budgets related to support services and programmatic spending 

Compliance & Documentation 

  • Ensure all billing, purchasing, and support service activities comply with:  
  • Grant and contract requirements 
  • Organizational policies and internal controls 
  • Federal, state, and local regulations 
  • Collaborate with program managers to verify services, participant eligibility, and documentation 
  • Maintain accurate and complete documentation of approvals, distributions, participant eligibility, purchases, receipts, and other supporting records to ensure compliance and audit readiness 
  • Provide guidance to staff on allowable costs and documentation standards 
  • Communicate with funders, vendors, and partners to resolve discrepancies 

Reporting & Analysis 

  • Generate reports on billing, receivables, and support service expenditures 
  • Track spending trends and identify risks of over- or under-utilization of funds 
  • Track participant support spending against contract budgets and funding limits 
  • Support budgeting and forecasting for program and participant services 

Systems & Process Improvement 

  • Utilize financial systems, case management systems, and tracking tools 
  • Improve workflows related to billing, purchasing, and support services 
  • Strengthen internal controls and tracking mechanisms for participant assistance 

Qualifications/Basic Job Requirements: 

  • Associate's degree in Finance, Accounting, Business, or related field 
  • 2+ years of experience in billing, accounts receivable, purchasing, or program support administration 
  • Experience managing multiple funding streams or budgets 
  • Strong organizational skills, problem solving skills, and high attention to detail 
  • Proficiency in Excel, financial systems, and financial modeling skills 
  • Demonstrated customer service skills 
  • Exceptional analytical, judgment, decision-making and communications skills  
  • Superior coaching, leadership and interpersonal skills, including the ability to build understanding and consensus 
  • Preferred: 
  • Bachelor’s degree in Accounting, Finance, Business, or related field 
  • Experience in workforce development, human services, or nonprofit finance 
  • Familiarity with WIOA, TANF, BFET, and other public funding sources 
  • Experience tracking participant support services or case-based financial assistance 
  • Experience with audits, monitoring, and compliance environments

Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  

Language Skills: Ability to read and interpret hard data and metrics. Ability to write creatively and articulately with an emphasis on tact and diplomacy. Ability to speak effectively before groups of customers or employees of the organization. 

Mathematical Skills: Ability to calculate figures and amounts such as:  addition, subtraction, multiplication, division, percentages, and average. Ability to apply concepts of basic algebra when working on spreadsheets. Ability to create and manage departmental budget. 

Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Office products, specifically Word, Excel, and PowerPoint.  

Other Skills and Abilities: Comprehensive understanding of all aspects of the Program Funding Specialist 

Certificates, Licenses, Registrations: Washington State Driver’s License required

Physical Demands: While performing the duties of this job, the employee is regularly required to sit, talk, hear and type.
