Position Summary
Emerging Tech (ET) was founded to meet the emergent need for a standards-based, end-to-end IT consultancy. Our experts across the United States design and implement cutting-edge solutions that transform our customers' capabilities.
We are seeking a Capture Solutions Director to join our growing Business Development team and grow ET's business multiple-fold within the first year. You will be the technical cornerstone of ET's capture and proposal efforts, translating complex government requirements into solutions that win and that our delivery teams can execute.
This is a hands-on leadership role. You will own the capture process for several opportunities at once, from identification and qualification through proposal submission and orals. You will work directly with ET's executives, delivery leads, subject matter experts, and teaming partners, and you will be in front of government customers well before an RFP is released. The role suits a self-motivated professional who is equally comfortable whiteboarding an architecture, writing a technical volume, and briefing a program office.
Key Responsibilities
Capture and growth
- Collaborate with business development and subject matter experts to identify, qualify, and build win strategies, then execute them through award.
- Engage government customers during pre-RFP shaping to understand priorities, influence requirements, and position ET.
- Turn each win strategy into a solution with clear discriminators, proof points, and relevant past performance.
- Maintain awareness of the competitive landscape, industry trends, and government priorities across the VA and DoD/DoW.
- Help identify and evaluate teaming partners and niche vendors that strengthen ET's solution.
Technical solutioning
- Lead technical solution development for RFPs, RFIs, and Sources Sought notices across federal, state, and local programs.
- Analyze and decompose complex requirements across a wide range of mission areas and technical domains.
- Lead cross-disciplinary teams of SMEs and partners to gather technical and domain knowledge quickly and shape it into a feasible, differentiated solution.
- Develop solution volumes, including system designs, technical approaches, staffing and management approaches, and implementation roadmaps.
- Identify and integrate emerging technologies, architectures, and methodologies into proposed solutions, including cloud, DevSecOps, Zero Trust, data, and AI.
- Develop capability prototypes and demonstrations that show customers how the solution works.
Proposal development
- Author technical volumes, white papers, and solution narratives from concept to completion, compliant with the solicitation and compelling to evaluators.
- Support cost and pricing teams with the technical basis of estimates and work breakdown structures.
- Prepare and deliver oral presentations, demos, and technical challenge responses.
- Take part in color team reviews and drive resolution of findings on the technical solution.
Customer and team leadership
- Represent ET at industry days, customer meetings, and conferences, primarily in the DC, Maryland, and Virginia area.
- Hand off a clear, executable solution to delivery teams after award and support transition as needed.
- Capture lessons learned and build reusable solution content so each proposal starts further ahead than the last.
Minimum Qualifications
- U.S. citizenship.
- Bachelor's degree in Engineering, Computer Science, or a related technical field.
- 8+ years in systems engineering, solutions architecture, or a related technical discipline.
- Experience supporting U.S. Government customers, specifically the Department of Veterans Affairs (VA).
- Familiarity with VA and/or DoW systems, customer communities, and mission sets.
- Proven record of leading or supporting technical proposals in response to government RFPs, including writing technical approach sections.
- Experience in capture and business development activities, including analyzing customer priorities to shape a winning solution.
- Working knowledge of modern delivery practices such as Agile, DevSecOps, and cloud architecture.
- Ability to travel to customer meetings and industry events, primarily in the DC, Maryland, and Virginia area.
Preferred Qualifications
Experience
- Proven record of growing a government contractor's awards multiple-fold within 12 months.
- Led technical solutions on multiple awarded federal contracts, with a strong competitive win rate.
- Established relationships with Air Force and VA customers.
- Experience with small-business and set-aside acquisition paths, such as 8(a), SDVOSB, and GSA MAS, and with OTAs, CSOs, or similar rapid acquisition vehicles.
- Experience solutioning for health IT, enterprise systems integration, or secure and classified environments.
- Experience building solutions with large-integrator teaming partners and niche technology vendors.
- Active security clearance, or the ability to obtain one.
Skillset
- Familiarity with government acquisition processes and proposal development lifecycles.
- Comfort operating across a broad range of technical domains.
- Exceptional written and verbal communication; able to explain technical concepts to any audience.
- High tolerance for ambiguity; structures solutions from incomplete information.
- Strong critical thinking and problem-solving.
- Ability to manage multiple concurrent proposals under tight deadlines.
- Judgment about where AI adds real value in a customer solution and where a simpler approach is better, plus fluency using AI tools to speed up research, solutioning, and proposal writing.
- Ability to lead and motivate cross-functional teams without direct authority.
Compensation & Benefits
Starting salary of $160,000–$185,000, plus performance and award-based bonuses tied to the value of the contracts you help win. Bonus details are discussed during the interview process.
ET offers a comprehensive benefits package for full-time employees and their families:
- Retirement: 401(k) with a company match of up to 4% of pay (100% of the first 3% you contribute and 50% of the next 2%), plus profit-sharing plans.
- Time off: 11 paid holidays, plus two weeks of PTO to start.
- Medical: a choice of three plans, including a Platinum plan with no in-network deductible, a Gold plan, and an HSA-eligible plan. In-network preventive care is covered at no charge on all three.
- Health Savings Account: available with the HSA-eligible plan, funded with pre-tax dollars and yours to keep.
- Dental: exams, cleanings, and X-rays covered at 100%, with an annual maximum of $2,000 in network.
- Vision: coverage through VSP, with $10 eye exams and a $300 allowance toward frames and contact lenses every 12 months.
- Disability: short- and long-term disability insurance replacing 60% of income, with the full cost paid by ET.
- Life insurance: group life and AD&D coverage of two times annual salary, up to $250,000, with the full cost paid by ET.
- Family coverage: medical, dental, and vision are available for spouses, domestic partners, and children.
