Compliance Specialist

The position is located in the Bureau of Political-Military Affairs, Office of Defense Trade Controls Compliance (PM/DTCC). Under the Foreign Assistance Act, the Arms Export Control Act (AECA), and related legislation, DDTC administers U.S. Government controls on the commercial export of defense and services, as well as related technical data. DDTC implements the International Traffic in Arms Regulation (ITAR) to regulate the export of articles and services covered by the U.S. Munitions List.

Advise management and law enforcement on foreign policy issues and national security implications of administrative compliance investigations, criminal enforcement activities, and registration issues regarding parties involved in defense trade.

Manage the registration of exporters, manufacturers, and brokers under Parts 122 and 129 of the International Traffic in Arms Regulations (ITAR).

Manage administrative compliance cases, enforcement procedures, and investigations and remedies, including facilitating administrative hearings to address civil charges involving export control violations and preparing consent agreements.

Perform analyses and identify trends associated with registration, brokering, manufacturing, exports, retransfers, temporary imports and other activities implicating compliance with U.S. export laws and regulations.

Coordinate and liaise with interagency non-proliferation and export control community on arms trafficking/proliferation matters involving the AECA and ITAR, as well as international export control outreach.

At the GS-12 & GS-11 level, the incumbent performs duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence. The incumbent receives closer than normal supervision than at the GS-13 level.
