About the role

This Position is Located in DANVERS, MA

The Department of Developmental Services (DDS) is seeking a dynamic and experienced administrator for the role of Facility Director to oversee the clinical, physical, administrative and operational functions for the Hogan Regional Center in Danvers, MA.  The Hogan Regional Center currently consists of three residential units housing approximately 80 permanent residents and guests of the Emergency Stabilization Unit (ESU) in addition to a day and employment program (North Shore Enterprises-NSE).  The campus also houses three buildings dedicated to the administrative operations of the Northeast Region and offices of Northeast Residential Services (NRS-its state operated network of residential homes).

The Facility Director provides day to day leadership and management assuring high-quality services to its residents and to those receiving ESU supports.  The successful candidate will have a management track record that includes administration of services and supports to individuals with significant disabilities (e.g., intellectual, complex medical, physical, behavioral needs) that are at all times consistent with DDS and Title XIX Regulations, and DPH licensing standards.

The Facility Director must possess the ability to work effectively with and through others, be able to manage within a budget and operate in a fiscally sound manner to meet the needs of the residents, employees and to ensure the physical plant and systems are maintained. 

The Facility Director must ensure policy and regulatory compliance at all times, be able to develop and adapt systems and processes to effectively handle any changing needs and circumstances that present, work  to ensure responsiveness to stakeholders at all times.

The successful candidate will promote and establish strong internal and external relationships with individual served, families, Trustees, contractors, and stakeholders within state government.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide effective oversight, administration and operational direction for a 24/7 facility;
  • Ensure compliance with agency (DDS) policies, procedures while maintaining safety and adherence to Title XIX regulations are understood, practiced and enforced;
  • Establish and maintain an effective system of control with all staff, provider agencies, municipal and state government and associated stakeholders to ensure accurate communication;
  • Create opportunities for residents to engage with the surrounding community in individualized and meaningful ways;
  • Create partnerships with community groups and resources to establish a mutual benefit;
  • Lead regular management team meetings to ensure services and operations are managing in an effective and efficient manner to include ISPs, clinical treatment as well as operations and physical plant;
  • Manage, monitor and analyze a budget for program services, administrative, facility operations and personnel; approve expenditures within prescribed allocation;
  • Develop a working relationship with local union representatives through regular meetings and joint problem solving;
  • Provide staff appropriate training and information regarding all policy and practice changes ensuring proper documentation of such and the development of curriculum to foster the competencies of all personnel across skill sets;
  • Oversee, in collaboration with DDS leadership, policy, program and budget management issues as they relate to the Hogan Regional Center;
  • Working with the employment and staffing office and with labor relations, approve hiring, promotions, demotions and terminations; personnel related investigatory matters and other staff performance issues so that the Appointing Authority is equipped to function in that role;
  • Establish quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed on an ongoing basis;
  • Foster support/development of direct reports through timely feedback and facilitate the ability of staff to achieve highest level of professional growth, performance and career advancement.

Preferred Qualifications:

  • Knowledge and familiarity with DDS regulations, general laws, Title XIX compliance mandates, Active Treatment, DPH licensing requirements;
  • General understanding and experience supporting clinically complex individuals;
  • Capacity to manage a diverse workforce including bargaining unit environment; ability to embrace diversity as a strategic advantage;
  • Ability to establish high standards for services through program of evaluation, performance management, quality improvement, and surveillance processes;
  • Possess critical thinking skills to effectively and creatively problem solve;
  • Record of managing a team of professional staff demonstrating an ability to lead, inspire and empower the workforce;
  • Experience managing a large congregate care setting/long term care facility within a larger organization;
  • Ability to work and plan in a strategic manner for the future of the facility;
  • Thoroughness and excellent written and oral communication skills;
  • Ability to interact ion a tactful and sensitive manner with all stakeholders;
  • Proficient usage of Microsoft Office including Word, Excel, PowerPoint and Outlook

Schedule: Monday-Friday 8:30am - 5:00pm

Days Off:  Saturday/Sunday

Flexibility required to meet the needs of the program, as there may be off hour and/or weekend meetings that need to be covered. There is 24/7 on call responsibility with this position.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
