About the role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Position in the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Lead Natural Resources Specialist responsible for the management of Corps of Engineers recreation and fish/wildlife mitigation lands for portions of Nebraska, Iowa, and Missouri that includes 14 reservoir projects, and lands under the Missouri River Recovery Program (MRRP).

Develop and implement of a variety of natural resource management and protection programs including soil conservation, fire protection, pollution abatement, cultural resources protection, navigational servitude, and resolution of encroachments.

Oversees the implementation of coordinated land management plans, operational controls, and procedures necessary for conservation and use of project resources.

Serves as the principal manager of fish, wildlife, and natural resource planning for area of responsibility.

Serves as the principal manager of the operation and maintenance of the Missouri River Recovery Program mitigation sites located on the Missouri River.

Responsible for fourteen assigned flood control projects, numerous USACE Missouri River Recovery Program mitigation sites, park and recreation leased sites in Iowa and Nebraska.

Conducts compliance inspections and resolves cases of non-compliance through negotiation and conflict resolution techniques.

Establishes and implements a continuing program of land patrols and inspections to prevent unauthorized use, trespass, or destruction of property, and to ensure visitor compliance with usage.

Provides for visitor safety and protection through establishment of a safety program to include numerous outreach events, coordination with partner agencies, and the maintenance of signs and fencing.
