A law enforcement organisation is currently recruiting for a Project Manager for a 12 month fixed term contract to join its Change Portfolio Office and support the delivery of high-profile Workforce Strategy projects.

Based in the City of London with hybrid working available (3 days on site per week), this is an excellent opportunity to play a key role in delivering transformational change across one of the UK's most unique and complex public sector environments.


The successful candidate will either need to hold SC clearance/NPPV3 or be able to undergo this level of vetting. If so, it wouldn’t be an immediate start.


This role sits within the Corporate Services Directorate and forms part of a growing portfolio of transformation initiatives designed to support the organisation's long-term Policing and Corporate Plans. Working closely with senior leaders, programme stakeholders and project boards, the successful candidate will be responsible for leading projects from initiation through to delivery, ensuring outcomes are achieved within agreed timescales, budgets and quality standards.


The Change Portfolio Office is responsible for overseeing programmes, projects and organisational change initiatives that drive operational effectiveness and modernisation. As a result, this position offers the opportunity to influence strategic business priorities whilst working on projects that have a tangible impact on the future direction of the organisation.


Reporting to the Head of Change Portfolio Office, the Project Manager will take ownership of project delivery, stakeholder engagement, governance, reporting, risk management and resource coordination across a range of workforce and organisational change initiatives.


This is a highly visible role requiring an individual who is comfortable operating within complex stakeholder environments and capable of delivering successful outcomes through strong project management discipline and effective collaboration.


The Ideal Candidate


You will be an experienced Project Manager with a track record of delivering business change, transformation, workforce or organisational development projects within large and complex organisations.


You will be confident engaging with senior stakeholders, leading project governance activity and managing competing priorities whilst maintaining focus on delivery, risk management and benefits realisation.


You will possess strong communication and stakeholder management skills, excellent organisational capability and the ability to navigate complex challenges whilst maintaining project momentum and stakeholder confidence.


Key Responsibilities and Accountabilities


  • Lead the day-to-day management and delivery of assigned projects, ensuring objectives are achieved within agreed time, cost and quality constraints.
  • Develop project plans, project briefs and associated delivery documentation in line with organisational governance requirements.
  • Coordinate project resources and support teams to ensure successful delivery against project objectives.
  • Manage project governance, reporting, risks, issues, assumptions and dependencies throughout the project lifecycle.
  • Produce high-quality project reports, updates, board papers and other management information for key stakeholders.
  • Maintain project registers, logs and controls in accordance with corporate procedures and standards.
  • Facilitate project initiation activities, defining scope, deliverables, milestones and success measures.
  • Provide proactive updates to Project Boards regarding project progress, risks and deviations from plans.
  • Monitor project expenditure and support financial reporting activities.
  • Manage relationships with external suppliers and third-party partners where required.
  • Collaborate with wider programme teams to manage dependencies and avoid duplication or conflict across change initiatives.
  • Lead project closure activities, lessons learned reviews and continuous improvement initiatives.


Skills and Experience


  • Proven experience delivering projects within large, complex organisations.
  • Recognised Project Management qualification at practitioner level such as PRINCE2, APM, MSP or equivalent.
  • Strong experience managing stakeholders at senior leadership level.
  • Experience managing multiple projects and competing priorities simultaneously.
  • Demonstrable experience of project planning, governance, reporting and RAID management.
  • Strong problem-solving skills with the ability to develop practical solutions to complex challenges.
  • Experience producing high-quality reports and management information for a range of audiences.
  • Excellent written and verbal communication skills.
  • Ability to build credibility and strong working relationships across a broad stakeholder community.
  • Understanding of project financial management, governance and procurement processes.
  • Experience within a regulated, public sector, law enforcement or similarly complex environment would be highly advantageous.
  • Proficiency in Microsoft Project, Visio and other project management tools. xwzovoh
