Digital Business Analyst- Payroll System Implementation
About the role
VANRATH are delighted to be exclusively supporting a forward-thinking organisation leading the transformation of payroll services within the public sector. Our client is currently seeking a skilled Business Analyst to play a key role in the successful implementation of a new system that will enhance operational efficiency and service delivery.
This is a full time Business Analyst role, fixed term contract, for an initial period of at least 16 months.
This role will require you to undertake security vetting to CTC level, and as such candidates may be required to have been resident in the United Kingdom or Republic of Ireland for a minimum period of 3 years at point of application.

About you
Essential:
- Experience in business analysis, process analysis, project delivery, service delivery, payroll operations, HR transformation or a related field.
Desirable:
- Business analysis qualification or training such as BCS Business Analysis, IIBA, Lean/Six Sigma, BPMN, Agile Business Analysis or equivalent practical experience.
- Recognised payroll qualification or professional membership, such as CIPP, or equivalent payroll experience.
- Project, change or service management training such as PRINCE2 Foundation, AgilePM Foundation, APM, ITIL awareness or equivalent practical experience.
- Training or experience in process mapping, requirements management, workshop facilitation, data analysis or service transition.
What you'll do
- Elicit, document, and validate operational and payroll-related requirements.
- Map current and future state processes, identifying improvements and risks
- Facilitate workshops and liaise with payroll SMEs, service managers, and stakeholders to ensure clarity and buy-in
- Support testing activities, including script validation, defect triage, and user acceptance testing
- Assist with data analysis, reporting, and readiness activities to ensure a smooth transition
- Contribute to comprehensive documentation, process maps, and handover materials for BAU transition
- Support change management, training, and stakeholder communication efforts throughout the implementation lifecycle
