Role Purpose The Resource Manager is a critical operational role within the Property Delivery function, reporting directly to the Head of Operations - Property Delivery. The role is responsible for the day-to-day allocation and optimisation of property delivery resources - including surveyors, facilities managers and other property delivery staff - across the UK portfolio. The Resource Manager acts as the connective tissue between the central Property Delivery function and the client-facing teams, ensuring that resource allocation is aligned to budget, contractual requirements and client expectations. The role manages a complex mix of dedicated and split allocation resources across multiple clients, and plays a central part in enabling the consistent, high-quality service delivery that underpins the Property Delivery strategy. Resource Allocation and Deployment Manage the day-to-day allocation of surveyors, facilities managers and other property delivery staff across the UK portfolio, maintaining an accurate and up-to-date resourcing model at all times. Work closely with Property Delivery Leads and Senior Directors to understand resourcing requirements across client accounts and deploy resources accordingly. Maintain a clear view of capacity across all property delivery teams, identifying pressure points, gaps and over-allocation proactively and escalating where necessary. Budget and Financial Alignment Ensure all resource allocations are aligned to agreed client budgets and fee structures, supporting the accurate recovery of costs and fees across the portfolio. Work with the Head of Operations and finance colleagues to reconcile resource deployment against budget, flagging variances and supporting corrective action where required. Contribute to the annual budgeting and forecasting process by providing detailed resource data and forward-looking deployment plans. Identify opportunities to improve cost efficiency through smarter resource deployment, shared resourcing models and reduction of over-allocation or under-utilisation. Client and Stakeholder Liaison Liaise with client teams, and Property Delivery Leads to ensure that resource plans reflect current client requirements, contractual obligations and any changes in client needs. Manage the resourcing implications of client departures or contract changes, coordinating the redeployment or release of affected staff in a timely and organised manner. Maintain strong working relationships with the Client Relationship group and Property Delivery Leads, acting as a trusted partner on all resourcing matters. Workforce Planning and Change Management Manage the resourcing response to staff departures, new joiners, and internal moves, ensuring continuity of service and minimal disruption to clients during transitions. Support succession and contingency planning by maintaining visibility of resource risks across the property delivery teams and working with the Head of Operations to address them. Coordinate with HR and People teams on resourcing matters including onboarding, role changes and off-boarding processes as they affect the property delivery function. Contribute to workforce planning discussions, providing data and insight to support decisions on headcount, structure and resourcing strategy. Data, Reporting and Systems Own and maintain the central resourcing system or tracker for the Property Delivery function, ensuring data accuracy and accessibility for key stakeholders. Produce regular resourcing reports for the Head of Operations and Senior Directors, including allocation summaries, capacity utilisation, budget alignment and exception reporting. Develop and maintain dashboards or reporting tools that provide real-time visibility of resource deployment across the portfolio. Operational Support Support the Head of Operations in delivering a consistent, high-quality property delivery service by ensuring that resource deployment enables rather than constrains operational performance. Support the integration of Surveying and FM resourcing models as the Property Delivery function evolves, helping to break down operational silos and promote flexible resource deployment across disciplines. Essential Demonstrable experience in a resource management, workforce planning or operational coordination role, ideally within property management, facilities management, or a related professional services environment. Strong analytical and numerical skills, with experience managing and interpreting resourcing or workforce data. Excellent organisational and planning skills, with the ability to manage multiple competing priorities in a fast-paced environment. High proficiency in Microsoft Excel or equivalent data management tools; Commercial awareness and understanding of how resource allocation connects to financial performance and fee recovery. Desirable Experience of working within a property management, real estate or facilities management business. Familiarity with integrated Surveying and FM service delivery models.
