Positive Employment is currently recruiting for a Strategic Head Of Capital Delivery for our client a government organisation in West London.

Are you an individual able to take overall responsibility for the successful delivery of all capital programmes within a borough, including a wide range of housing, community and schools projects?

The successful post holder will lead, manage and co-ordinate all elements of the programme from initial feasibility and planning to successful handover including:

Overseeing management of consultation and engagement with residents and key stakeholders; land assembly; procurement of the consultants and effective management; development of delivery and finance strategies; development of design and sustainability strategy and detailed design on schemes; procurement of development/construction contracts; legal and contractual negotiations; programme and project management to meet programme objectives and delivery targets.

Manage a service that delivers a multi-faceted programme with capital expenditure in excess of £100m pa and be responsible for ensuring the appropriate systems are in place to monitor and manage progress and spend.

This role is a permanent contract. The working arrangement will be hybrid working.

Responsibilities include:

  • Providing operational leadership across programme delivery, budgets (over £50m annually), performance management, and service delivery standards.
  • Ensuring compliance with all legislative and health and safety requirements, with active risk management.
  • Working collaboratively with elected members, partners, service providers, and communities to deliver projects that meet organisational and statutory goals.
  • Leading programme and project management to ensure delivery on time, within budget, and to required outcomes.
  • Developing strategies and allocating resources across projects to meet objectives.
  • Establishing and maintaining effective financial, risk, and performance monitoring systems.
  • Leading a technical advisory team providing expertise in compliance, construction, and cost management.
  • Managing organisational performance, financial planning, customer satisfaction, and quality assurance processes.
  • Overseeing financial appraisal and project viability from feasibility to completion, advising senior leadership on funding and delivery strategies.
  • Ensuring all projects meet stakeholder expectations, legal obligations, and council priorities.
  • Leading complex procurement activities (£1m–£100m+), providing expert advice and applying best practice.
  • Ensuring programmes contribute to wider social, economic, and environmental outcomes, including sustainability and community development.

Personal Requirements:

  • Degree or equivalent in construction, project management, or a related field.
  • Relevant professional/management qualification with ongoing professional development.
  • Membership of a professional body (e.g. RICS, APM).
  • Strong strategic leadership, political awareness, and ability to operate across organisational boundaries.
  • Significant senior management experience in large organisations, particularly in construction or capital programmes.
  • Proven track record of delivering capital programmes through collaborative partnerships.
  • Experience in leading teams and promoting employee engagement.
  • Strong knowledge of construction practices, legislation, procurement, and commercial management.
  • Understanding of risks in construction/regeneration programmes and mitigation strategies.
  • Knowledge of financial, legal, and social environments within a local authority context.
  • Awareness of challenges faced by inner-city communities. xwzovoh

Working Hours: 36hrs / Monday - Friday

Pay: £92,610.00 per annum
