This is a rare opportunity to play a pivotal role in developing the region’s long-term transport vision, supporting sustainable growth, improving connectivity, and delivering better outcomes for our residents, businesses, and communities.About the RoleAs the Transport Strategy Manager, you will lead the strategic arm of the Transport Function within the Combined County Authority, overseeing the development, maintenance, and delivery of the Local Transport Plan (LTP), the Bus Service Improvement Plan (BSIP), and a range of associated strategies.You will manage a small but expanding team and act as an intelligent client for externally commissioned work, ensuring high‑quality outputs, robust governance, and alignment with statutory duties.What We’re Looking ForWe’re seeking a confident, politically astute leader with the ability to operate in a complex and fast‑moving environment.You will bring:Degree-level qualification or equivalent experience.Experience operating at a senior management level in a complex organisation, preferably public sectorStrong experience developing integrated, multi‑modal transport strategiesA thorough understanding of national and regional transport policyProven ability to lead partnerships, influence stakeholders, and negotiate effectivelySkills in analysing complex information, presenting to large groups, and making decisions under pressureA strategic mindset with the ability to manage competing priorities and deliver at paceHigh levels of integrity, credibility, and professional judgementExperience with commissioning, procurement processes, and contractor managementBudget management and commercial negotiation skillsAbove all, we’re looking for someone able to combine vision with delivery, balancing strategic direction‑setting with the practicalities of transitioning a new transport function into full operation.EmployerPlease note, this role is with the Greater Lincolnshire Combined County Authority (GLCCA), not with Lincolnshire County Council.Location and travelThe role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.How to applyPlease upload your CV and complete the covering statement section of the application form.
