Job Title: Security Service Delivery Manager
Location: Multi-site (Belfast Ports & Cairnryan)
Reports To: Strategic Account Manager
Contract Type: Full-time, Permanent
Travel Requirement: Regular travel across these ports
Role Purpose
The Security Service Delivery Manager is responsible for the day-to-day operational management of security services across two major UK port locations: Belfast & Cairnryan. The role ensures that all security operations are delivered in full compliance with port regulations, the International Ship and Port Facility Security (ISPS) Code, and all relevant statutory and contractual requirements. This position is critical in maintaining operational continuity, regulatory compliance, and high-quality service delivery across a complex, multi-site environment.
Key Responsibilities
- Operational Leadership
- Lead the daily security operations across the two ports, ensuring consistent service delivery and operational excellence.
- Maintain full compliance with ISPS requirements, port byelaws, and all associated regulatory frameworks.
- Oversee incident response, access control, patrol activity, and all core security functions.
- Ensure all operational procedures, assignment instructions, and risk assessments are current, accurate, and adhered to.
- Provide visible leadership across all sites, building strong relationships with port authorities, stakeholders, and on-site teams.
- People Management
- Manage, support, and develop Security Supervisors and on-site teams across all locations.
- Lead workforce planning, rostering, and resource allocation to ensure full coverage and resilience.
- Drive a positive culture of accountability, professionalism, and continuous improvement.
- Conduct performance reviews, coaching, and capability development for all direct reports.
- Compliance & Standards
- Ensure all operations meet ISPS Code requirements and port-specific security standards.
- Maintain audit-ready documentation, logs, and compliance evidence across all sites.
- Lead internal audits, inspections, and readiness checks, addressing any non-conformities promptly.
- Ensure all officers are trained, certified, and competent for their assigned duties.
- Service Delivery & Stakeholder Engagement
- Act as the primary operational point of contact for port authorities, client representatives, and regulatory bodies.
- Attend operational meetings, security committees, and ISPS-related forums as required.
- Provide clear, concise reporting on performance, incidents, risks, and operational updates.
- Ensure service delivery meets contractual KPIs, SLAs, and quality standards.
- Change Management & Continuous Improvement
- Lead operational improvements, process updates, and change initiatives across all ports.
- Identify opportunities to enhance efficiency, resilience, and service quality.
- Support mobilisation, demobilisation, and transition activities where required.
- Implement new technologies, systems, and procedures to strengthen operational capability.
- Risk, Incident & Emergency Management
- Oversee incident reporting, investigation, and corrective actions.
- Ensure emergency response procedures are understood, tested, and executed effectively.
- Maintain strong situational awareness across all ports, escalating risks appropriately.
Skills, Experience & Qualifications
Essential Criteria
- Proven experience managing multi-site security operations, ideally within transport, maritime, or critical infrastructure environments.
- Demonstrable leadership capability with experience managing dispersed teams.
- Excellent communication, stakeholder management, and relationship-building skills.
- Strong change management experience, with the ability to lead teams through operational and procedural change.
- High level of resilience, organisation, and problem‑solving ability.
- Willingness and ability to travel regularly.
- Full UK driving licence.
Desirable Criteria
- Port Facility Security Officer (PFSO) qualification.
- Strong working knowledge of the ISPS Code and port security regulations.
- Experience working with port authorities, ferry operators, or maritime agencies.
- Knowledge of emergency planning, business continuity, and risk management frameworks.
- Experience in contract management or service delivery within a regulated environment.
