Main Purpose

As Housing & Welfare Quality & Performance Lead you will be a catalyst for excellence – championing high-quality casework, driving performance improvements, and embedding prevention at the heart of service delivery. You will lead on quality assurance, performance monitoring and staff development, ensuring compliance with the Homelessness Reduction Act (HRA) and Parts 6 and 7 of the Housing Act 1996. Your work will directly enhance outcomes for residents facing housing challenges.

Key Responsibilities

  • Champion Quality & Compliance: Lead robust quality assurance frameworks, including audits and case reviews, to ensure high standards of casework and strict adherence to HRA timescales and statutory duties.
  • Drive Performance Improvement: Analyse data and performance indicators to identify trends, measure effectiveness, and implement targeted improvements that enhance prevention outcomes and service delivery.
  • Embed a Prevention-First Approach: Lead the development and implementation of best-practice interventions, ensuring prevention and early help are central to all aspects of homelessness services.
  • Develop & Empower Staff: Design and deliver impactful training programmes, support induction and provide ongoing coaching to build capability and confidence across the service.
  • Lead Insight & Innovation: Horizon-scan for policy changes, develop guidance and tools, and ensure the service is prepared to respond proactively to legislative and sector developments.
  • Strengthen Casework Excellence: Support staff with expert advice, maintain knowledge resources, and ensure high-quality, timely casework is consistently delivered.
  • Amplify Customer Voice: Capture and utilise resident feedback to shape continuous improvement, ensuring services remain responsive, inclusive and effective.

About You

  • Subject-Matter Expert: Bring in-depth knowledge of homelessness legislation, including the HRA and Parts 6 and 7 of the Housing Act 1996, alongside experience of quality frameworks and statutory deadlines.
  • Passionate About Prevention: Commit to early intervention and deliver innovative, prevention-led solutions that improve outcomes for vulnerable residents.
  • Analytical & Insight-Driven: Use data and evidence to identify opportunities, influence decision-making and drive meaningful change.
  • Skilled Trainer & Developer: Design and deliver training, with a passion for building capability and nurturing high-performing teams.
