This is a unique opportunity to shape the way the Authority measures success. In this role, you will own and continuously develop the Authority's Performance Management Framework and Evaluation Framework. You will convert delivery and outcome data into robust, honest, and well-presented performance reporting. By producing credible assessments of impact and value for money, you will satisfy the Authority's assurance obligations and vividly demonstrate the value of devolution to the residents and businesses of Greater Lincolnshire. Key ResponsibilitiesTranslate Corporate Plan priorities into outcome measures, key performance indicators, and reporting cycles. Produce regular performance reports and visual dashboards for the Board, committees, and scrutiny. Design and deliver process, impact, and value-for-money evaluations aligned with HM Treasury Green and Magenta Books. Maintain the performance data infrastructure, indicator libraries, and baseline metrics. Line manage a team, contract-manage external evaluations, and embed an evaluation culture across partners.About YouYou are educated to degree level in a discipline such as economics, social science, statistics, or public policy, or have an equivalent level of knowledge gained through substantial experience. You hold deep understanding of evaluation design and methodology, including logic modelling, theory of change, and the HM Treasury Magenta and Green Books. You possess a deep understanding of performance management and reporting, including target setting, benchmarking, and data visualisation. You have substantial experience in a senior performance, evaluation, or research role within a complex public sector organisation. You offer a proven track record of commissioning and undertaking process, impact, and value-for-money evaluations using both quantitative and qualitative methods.
