The Role
Enfield Council is seeking an experienced Repairs Manager to lead the delivery of housing repairs, disrepair management, damp and mould remediation, and compliance activity across its housing portfolio.
Reporting into the Property Services team, you will be responsible for ensuring high-quality repair services, managing housing disrepair cases, driving compliance with HHSRS requirements, and overseeing the Council's response to damp and mould in line with Awaab's Law.
This is a hands-on management role requiring strong technical knowledge, contractor management experience, and a proven track record of delivering responsive repairs and compliance services within a social housing environment.
Key Responsibilities
Lead the management of responsive repairs, housing disrepair cases, and compliance-related works.
Oversee the investigation, diagnosis, and remediation of damp and mould cases across the housing stock.
Ensure compliance with Awaab's Law, HHSRS, and all relevant housing legislation.
Manage pre- and post-litigation disrepair cases, working closely with legal teams and external surveyors.
Oversee property inspections and risk assessments to ensure homes are safe and compliant.
Manage contractors, consultants, and operational teams to deliver repairs and compliance programmes.
Monitor contractor performance, service standards, and KPI delivery.
Drive service improvements and implement measures to reduce disrepair claims and recurring repairs issues.
Handle complex resident complaints and ensure a customer-focused approach to service delivery.
Maintain accurate performance, compliance, and budget reporting.
Support audits, regulatory inspections, and Housing Ombudsman investigations.
Essential Requirements
Significant experience working as a Repairs Manager, Property Services Manager, Maintenance Manager, or similar within Social Housing or Local Government.
Proven experience managing housing repairs, disrepair cases, and contractor performance.
Strong understanding of housing legislation, HHSRS, and repairs compliance requirements.
Experience dealing with damp and mould investigations and remediation programmes.
Knowledge of Awaab's Law and its impact on housing repairs services.
Strong understanding of building pathology, property defects, and repairs diagnostics.
Experience managing budgets, performance targets, and service improvement initiatives.
Excellent communication, stakeholder management, and problem-solving skills.
Desirable
Experience within a Local Authority or Housing Association environment.
Professional qualification in Building Surveying, Construction, Housing, or a related discipline.
Membership of RICS, CIOB, or CIH
