The ASB Enforcement Officer will tackle complex anti-social behaviour (ASB) in Moray Council housing tenancies, managing the highest-priority cases and working with Community Wardens, Housing Officers, Police Scotland and other agencies to resolve the most serious ASB issues through partnership working and enforcement action.

The postholder will support partnership objectives in creating safer communities, increase public confidence and generally improve the quality of life for those living in mixed tenure neighbourhoods.


 

Responsibilities

Investigating and managing high-level complex ASB Cases within Council tenancies and any other relevant tenures and arrange actions to prevent this type of behaviour.


 


Collect, review, and securely manage evidence including recordings, images, and witness statements.


 


Issue and manage enforcement actions (Warnings, ASB Contracts, ASBOs, Notices of Proceedings), and prepare legal paperwork for ASBO applications, evictions, and court progression.


 


Provide technical support for installing, using and analysing noise monitoring equipment.


 


Act as liaison between inhouse and external agencies, to ensure effective partnership working and appropriate information sharing.


 


To keep accurate and clear records of customer contact and ensure this information is shared with colleagues and managers as appropriate and updated on the Council’s ICT systems timeously.


 


To be responsible for their own performance both individually and as part of a team and be required to take steps to improve particular areas of performance.


 


Promote safe working practices across Housing Services and Community Safety.


 

The Individual

Significant previous experience of working in an anti-social behaviour, criminal justice, housing service or similar related field


 


HNC or relevant experience in housing, social services or community safety


 


Valid UK Driving Licence


 


Ability to pass PVG Scheme check


 


Good understanding of ASB Scotland legislation


 


Proven experience in investigation, interviewing and gathering evidence


 


Ability to prepare and present evidence for court


 


Experience of managing complex cases and risk


 


Demonstrable experience of working with key partnership agencies


 


Strong customer care focus and skills


 


Ability to use Microsoft Office and other computerised systems


 


Ability to work under pressure


 


You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car.

Starting Salary: £40,056.25 per year
