About the role
Location: Halton Borough Council (Hybrid - 2 days on site)
Rate: Up to £19.81 per hour
Halton Borough Council is seeking a dedicated and proactive Education Welfare Officer to join the team. This is an excellent opportunity for an experienced professional who is passionate about improving school attendance, safeguarding children, and supporting families to achieve positive educational outcomes.
Working within a hybrid model, you will attend site two days per week while delivering a high-quality Education Welfare Service across schools, families, and partner agencies.
Key Responsibilities
Deliver a comprehensive Education Welfare Service for children, families, and schools
Implement effective strategies to improve school attendance and punctuality
Work collaboratively with schools, parents/carers, and external agencies to support vulnerable pupils
Attend and contribute to multi-agency meetings and safeguarding processes
Apply local safeguarding procedures and report safeguarding concerns appropriately
Participate in Truancy Sweep Programmes alongside the Police Service
Maintain accurate casework records, reports, and statistical data
Support Children Missing Education (CME) and Elective Home Education (EHE) processes
Organise 6th day provision following permanent exclusions
Arrange tuition for pupils medically unable to attend school
Undertake statutory duties relating to legal action, child employment, and entertainment licensing
Conduct annual school register reviews and provide recommendations to school leaders
Deliver traded Education Welfare services, including home visits, attendance initiatives, and issuing penalty notices
Contribute to policy development and service improvement initiatives
Participate in training, supervision, and team meetings, with opportunities to deliver training to colleagues and school staff
Requirements
Previous experience within Education Welfare, Attendance, Safeguarding, or a related field
Strong understanding of attendance legislation, safeguarding, and education procedures
Ability to manage sensitive casework and build effective relationships with families and professionals
Excellent communication, report writing, and organisational skills
Experience working within a multi-agency environment
Confident using case management systems and maintaining accurate records
Full UK driving licence and access to a vehicle is desirable
