About the role

The Head of Development – Place Universal Offer (PUO) is a new, county-wide strategic role designed to ensure that investment in physical activity across Lincolnshire is joined-up, evidence-led, and reaches those who need it most. Working across four districts; City of Lincoln, South Kesteven, North Kesteven, and West Lindsey, this role sits at the heart of Active Lincolnshire's place-based approach.

This is not a local delivery role, it is a system-enabler role. The Head of Development PUO works county-wide to build the shared infrastructure, frameworks, and community connections that allow all place partnerships, to be more effective and sustainable.

This role is responsible for developing and leading Active Lincolnshire’s county-wide Universal Offer by creating the conditions, resources, partnerships and infrastructure that support place leaders to succeed.

What you’ll be doing

  • Build and maintain county-wide partnerships across local authorities, health, VCSE and leisure to align leadership and resources behind shared goals.
  • Establish a shared data and insight hub, standardised place profiles and a common Monitoring Evaluation and Learning (MEL) framework to reduce duplication and enable evidence-based decisions.
  • Test rural access models and work to remove transport and distance barriers to activity in rural and isolated communities.
  • Support the embedding of physical activity within health and prevention strategies across the county.

What we’re looking for

  • Experience of managing large-scale funded programmes, with strong delivery and performance management.
  • Ability to connect, collaborate and influence local district partners to embed physical activity in community policies and ways of working.
  • Committed to tackling inequalities and working inclusively, with a focus on communities with the greatest opportunity for change.
  • Strong organisational, communication and stakeholder management skills; confident providing insight and updates to senior audiences.
  • Willingness to spend in-person time in Boston and travel across Lincolnshire as required.

You do not need to have worked in sport or physical activity before. We are interested in people who can build trust, listen, connect people and turn local insight into action. You might come from community development, health, education, youth work, the voluntary sector, local government, arts, culture, housing or another role where you have helped people work together to create change.

Hours

37 hours per week (flexible hours considered)

25 days annual leave, plus all bank holidays and 3 days during the Christmas week. ‘Celebration day’; additional day for an occasion / birthday / event (subject to annual review).
