You will lead both internal operational delivery within the Council and multi-agency operational coordination through Local Community Safety Partnerships (LCSPs), ensuring a coherent and consistent approach to managing risk, harm, and vulnerability across Birmingham. This is a high-impact leadership role where you will translate strategic priorities into real-world outcomes, tackling anti-social behaviour, reducing crime, and ensuring our communities feel safe, supported, and protected.
A central expectation of the role is to strengthen the Council’s ability to evidence outcomes, embedding a culture of performance, data-driven decision-making, and continuous improvement across operational delivery. You’ll oversee citywide operational delivery, work closely with key partners such as the police and housing providers, and ensure services are intelligence-led, responsive, and effective. What you'll do...Provide clear and visible leadership across internal teams, ensuring consistent standards, effective supervision, and high-quality service deliveryOversee the response to anti-social behaviour and crime, ensuring consistent, high-quality service deliveryLead the Council’s operational approach to ASB, including close working with Housing services as responsibilities transitionProvide operational leadership for community safety activity relating to supported exempt accommodationEnsure effective use of legislation, particularly under the Anti-Social Behaviour, Crime and Policing Act 2014.
Ensuring effect use of all the tools and powersDrive intelligence-led interventions, including hotspot patrols and street intervention servicesBuild and maintain strong partnerships with police, housing providers, and other stakeholdersWork with partners (police, housing, health, business and VCS) to ensure effective problem-solving at neighbourhood levelOversee performance, risk management, and quality assurance across servicesEnsure robust case management processes, prioritising risk and harmOversee the design and implementation of consistent, high-quality case management frameworks, ensuring defensible decision-making and effective safeguarding responsesLead, develop, and support a team of managers and staff, including recruitment and performance management, driving a culture of accountability, learning, and continuous improvementEnsure compliance with financial, governance, safeguarding and statutory requirements What you'll need...We're looking for an experienced leader with a strong background in community safety, anti-social behaviour, or enforcement. You will have a proven track record of leading operational teams, delivering service improvements, and working effectively across complex partnership environments.You will be able to demonstrate:Significant experience in community safety, ASB, enforcement, or crime reduction services.Strong leadership skills, with experience managing teams, improving performance, and leading change.Success in delivering initiatives that reduce crime, anti-social behaviour, and community harm.Experience working collaboratively with partners, including public sector agencies and community stakeholders.The ability to manage complex, high-risk, and sensitive operational issues.Excellent communication, influencing, negotiation, and problem-solving skills.A data-driven approach to performance management, service improvement, and decision-making.Knowledge of the community safety landscape, including safeguarding, crime reduction, partnership working, and relevant legislation such as the Anti-Social Behaviour, Crime and Policing Act 2014 and the Crime and Disorder Act 1998.This is a unique opportunity to make a real difference in one of the UK's largest cities.
