Responsibilities

• Lead the new central capital delivery team, fostering first‑class relationships with key stakeholders such as Housing, Education, and Leisure colleagues.
• Deliver a consistent approach to managing high‑value projects, ensuring expert programme management and professional insight.
• Negotiate and influence effectively within a political setting to achieve consensus on priorities.
• Articulate a clear vision for the capital delivery function and secure buy‑in from senior stakeholders.

Qualifications

• Proven track record in managing a capital development programme, with detailed knowledge of financial, legal, and planning processes and regulations.
• Project management qualification (e.g., PMP, PRINCE2) is likely required.
• Excellent people and communication skills, a forward‑thinking mindset, and the ability to articulate vision and secure stakeholder buy‑in.
