Overview

The Bid Manager leads the end-to-end bid process to secure Local Authority contracts for Warmer Homes and retrofit initiatives. They coordinate internal teams, manage timelines, ensure compliance, and shape competitive strategies.


The Role

  • Manage the entire bid lifecycle: opportunity identification → qualification → strategy → submission.
  • Lead kick-off meetings and develop bid plans, responsibilities and timelines.
  • Work with operations, delivery partners, finance and technical teams to shape solutions.
  • Oversee bid writing, reviews, risk assessments, and approval processes.
  • Ensure all bids are compliant, costed accurately, and aligned with programme requirements.
  • Monitor government funding updates and procurement cycles.
  • Manage relationships with Local Authorities during clarification stages.
  • Facilitate lessons learned sessions and improve bid processes.



About You

  • Proven experience managing bids in public-sector environments.
  • Strong understanding of retrofit, energy efficiency, or home-upgrade programmes.
  • Excellent project management and stakeholder-coordination skills.
  • Ability to develop commercial strategies and shape win themes.
  • Comfortable interpreting technical, financial and contractual information.
  • Excellent communication and leadership skills.


Desirable

- APMP Foundation or Practitioner qualification.

- Experience managing consortium or partner-led bids.
