About the team
The Senior PMO Analyst sits within the Supervision, Policy and Competition and Authorisations (SPC) and Authorisations Divisional Service Team and is responsible for providing setup, delivery and analytical service to Programmes and Projects from the idea stage through to successful completion, that will enable outcome and benefits realisation.
About the role
The successful candidate will be responsible for managing the project budget. Project 1 has a £12 million budget for this financial year, and they will also manage the budget for a sister project. The sister project already has a PMO in place, but the aim is to free up that PMO so both roles can provide cover for each other.
They will oversee the £12 million budget for Project 1 and the £3.5 million budget for the second project. Their duties will include monthly forecasting, analysing variances between actuals and forecasts, and managing invoicing and purchase orders for multiple suppliers across several spending streams that require careful monitoring.
The candidate must be able to communicate and report on the financial status of the projects, prepare metrics, and provide reporting to the Project Manager and senior management. They will also be responsible for producing monthly financial board slides.
Role Summary
- You will lead the financial management of a complex programme(s), taking end to end accountability for budget control, financial forecasting, accruals and variance analysis to ensure robust financial governance and compliance with FCA standards.
- You will collate, analyse, and maintain high quality financial data, producing accurate forecast submissions, resource cost projections and financial insights to support effective decision making by senior stakeholders.
- You will manage supplier and procurement activity across the programme, including raising and tracking multiple purchase orders, overseeing invoice processing, resolving financial discrepancies, and ensuring adherence to procurement and financial control processes.
- You will provide clear and timely financial status reporting, highlighting risks, issues, and emerging trends, and escalating material variances or concerns in line with agreed governance and tolerances.
- You will support wider PMO activity as required, applying a strong awareness of core PMO disciplines (governance, planning, RAID management, reporting) to provide cover during colleague absence and ensure continuity of service, while maintaining primary focus on programme finances.
- Respond to Ad-hoc requests for information.
Skills:
Minimum:
- Demonstrable experience in financial project control within complex programmes, including budget management, forecasting, accruals, variance analysis, supplier cost management, reporting and the application of robust financial governance.
- Proven experience operating at Senior PMO level within an organisation of comparable scale and complexity (ideally financial services, government/regulatory body, technology, or consultancy).
- A strong track record of providing a standalone PMO service to significant and complex programmes or projects.
- Evidence of relevant project or programme management certifications, such as PRINCE2, PMP, MSP, Agile, P3O, or APMP.
Essential:
- Significant practical experience of project life cycles and the full PMO service offering: financial control, governance, reporting, assurance, stage gate management, and resource and cost management.
- Strong analytical capability, with the ability to use programme and financial data to justify recommendations, identify risks and trends, and drive effective decision making.
- Excellent communication skills, with the ability to clearly articulate complex financial and programme information to senior stakeholders and delivery teams.
- Strong attention to detail and quality assurance, both in personal delivery and in reviewing the work of peers and team members.
- Ability to build and maintain effective working relationships with stakeholders and programme teams across multiple disciplines.
- Outcome focused mindset, with the ability to link day to day delivery activity to programme objectives and strategic outcomes.
- Proven ability to identify root causes, drive continuous improvement, and enhance PMO and financial control practices.
- Experienced user of the MS Office suite.
