  • Leadthereview,developmentandmaintenanceoflocalpayandrewardconventions,ensuringalignmentwithNJCarrangements,Councilpoliciesandworkforcerequirements.
  • DevelopandreviewpaylinesandpaystructurestoensuretheCouncilremainscompetitivewithneighbouringlocalauthoritieswithina25-mileradius.
  • Ensurepayandrewardarrangementsarefair,transparent,legallycompliantandsupportrecruitmentandretentionobjectives.
  • Provideexpertprofessionaladviceonpayandrewardmatterstoseniorleaders,Membersandstakeholders.

Pay&RewardAnalysisandMarketIntelligencePayandRewardManager

  • Leaddetailedpayandrewardanalysis,usinginternalandexternaldatatoassesscompetitiveness,affordabilityandequalpayrisk.
  • Undertakeregularbenchmarkingandmarketanalysis,comparingNJCspinalpoints,localconventionsandmarketpressuresacrosscomparableauthorities.
  • Developevidence-basedbusinesscasestosupportchangestopaystructures,marketsupplementsandallowances.
  • Monitortheimpactofpaydecisionsonrecruitment,retention,turnoverandworkforceplanning,makingrecommendationsforimprovement.
  • Translatecomplexpaydataintoclear,accessibleinsighttosupportdecision-making.

Payroll&ContinuousImprovementPayandRewardManager

  • Leadaprogrammeofcontinuousimprovementacrosspayrollandpay-relatedprocesses,drivingefficiency,accuracyandserviceresilience.
  • Identify,assessandmitigatesinglepointsoffailurethroughprocessredesign,cross-skilling,documentationandsystemoptimisation.
  • ChampiontheeffectiveuseofUnit4(ERP)tostreamlineworkflows,reducemanualinterventionandstrengthencontrols.
  • Reviewend-to-endpayrollprocessestoimprovedataquality,complianceandcustomerexperience.
  • Ensurerobustgovernance,qualityassuranceandescalationarrangementsareinplace.

  • Provideleadershipandday-to-daymanagementofthepayrolland/orpayandrewardteam.

  • ActastheCouncilsleadprofessionaladvisoronpayandrewardmattersinformalandinformalengagementwithTradeUnions.
  • Supportconsultationandnegotiationonchangestopay,rewardandrelatedpolicies,maintainingconstructiveindustrialrelations.
  • Preparereports,proposalsandbriefingpapersforJointNegotiatingCommittees,seniorleadershipandelectedMembersasrequired.

  • Ensureallpayandrewardarrangementscomplywith:

EssentialPayandRewardManager

  • SignificantexperienceworkinginaUKLocalAuthorityinaseniorpay,rewardorpayroll-relatedrole.
  • ExtensiveworkingknowledgeofNJCpay,termsandconditionsandtheirpracticalapplication.
  • Provenexperienceofreviewinganddevelopingpaystructures,paylinesandlocalconventions.
  • Stronganalyticalskillswithexperienceofpaymodelling,benchmarkingandmarketanalysis.
  • DemonstrableexperienceofworkingconstructivelywithTradeUnions,includingconsultationandnegotiation.
  • Hands-onexperienceofusingUnit4(ERP)forpayrolland/orpayandrewardprocesses.
  • Arecognisedpayrollqualification(e.g.CIPP)orequivalentrelevantprofessionalqualificationorexperience.
