Theroleprovidesstrategicandoperationalleadershipacrosspaystructures,rewardmechanisms,payrolldeliveryandmarketcompetitiveness.Thepostholderwillensurepayandrewardarrangementsareequitable,transparent,legallycompliantandresponsivetolabourmarketpressures,whilemaintainingstrongpayrollcontrolsandserviceresilience.
Therolerequiressignificantanalyticalexpertise,strongleadershipcapabilityandtheabilitytoworkinpartnershipwithTradeUnions,seniorleadersandkeystakeholderstodelivereffectiveandsustainablerewardsolutions.
KeyAccountabilitiesPayandRewardManager
Pay&RewardStrategyandGovernancePayandRewardManager
- Leadthereview,developmentandmaintenanceoflocalpayandrewardconventions,ensuringalignmentwithNJCarrangements,Councilpoliciesandworkforcerequirements.
- DevelopandreviewpaylinesandpaystructurestoensuretheCouncilremainscompetitivewithneighbouringlocalauthoritieswithina25-mileradius.
- Ensurepayandrewardarrangementsarefair,transparent,legallycompliantandsupportrecruitmentandretentionobjectives.
- Provideexpertprofessionaladviceonpayandrewardmatterstoseniorleaders,Membersandstakeholders.
Pay&RewardAnalysisandMarketIntelligencePayandRewardManager
- Leaddetailedpayandrewardanalysis,usinginternalandexternaldatatoassesscompetitiveness,affordabilityandequalpayrisk.
- Undertakeregularbenchmarkingandmarketanalysis,comparingNJCspinalpoints,localconventionsandmarketpressuresacrosscomparableauthorities.
- Developevidence-basedbusinesscasestosupportchangestopaystructures,marketsupplementsandallowances.
- Monitortheimpactofpaydecisionsonrecruitment,retention,turnoverandworkforceplanning,makingrecommendationsforimprovement.
- Translatecomplexpaydataintoclear,accessibleinsighttosupportdecision-making.

- Review,developandmaintainsupplementaryallowanceframeworks,includingbutnotlimitedto:

- Ensureallowancesareappliedconsistently,transparentlyandinlinewithpolicy,governanceandNJCguidance.
- Establishclearapproval,reviewandwithdrawalprocessesforallowances,ensuringappropriatedocumentationandaudittrails.
Payroll&ContinuousImprovementPayandRewardManager
- Leadaprogrammeofcontinuousimprovementacrosspayrollandpay-relatedprocesses,drivingefficiency,accuracyandserviceresilience.
- Identify,assessandmitigatesinglepointsoffailurethroughprocessredesign,cross-skilling,documentationandsystemoptimisation.
- ChampiontheeffectiveuseofUnit4(ERP)tostreamlineworkflows,reducemanualinterventionandstrengthencontrols.
- Reviewend-to-endpayrollprocessestoimprovedataquality,complianceandcustomerexperience.
- Ensurerobustgovernance,qualityassuranceandescalationarrangementsareinplace.
Leadership&TeamManagementPayandRewardManager
- Provideleadershipandday-to-daymanagementofthepayrolland/orpayandrewardteam.
- Setobjectives,manageperformanceandsupportthedevelopmentofteammembers,ensuringskillscoverageandsuccessionplanning.
- Promoteahigh-performing,customer-focusedculturewithastrongemphasisonaccuracy,professionalismandcontinuousimprovement.
- EnsuretheteamoperatesinlinewithCouncilpolicies,valuesandprofessionalstandards.
TradeUnion&StakeholderEngagementPayandRewardManager
- ActastheCouncilsleadprofessionaladvisoronpayandrewardmattersinformalandinformalengagementwithTradeUnions.
- Supportconsultationandnegotiationonchangestopay,rewardandrelatedpolicies,maintainingconstructiveindustrialrelations.
- Preparereports,proposalsandbriefingpapersforJointNegotiatingCommittees,seniorleadershipandelectedMembersasrequired.
Compliance&RiskPayandRewardManager
- Ensureallpayandrewardarrangementscomplywith:
- NJCtermsandconditions
- Equalpayandemploymentlegislation
- Localgovernmentbestpractice
- Supportaudits,reviewsandinspectionsrelatingtopay,rewardandpayroll.
- Identifyandmanagerisksassociatedwithpayandpayrolldelivery.
Knowledge,SkillsandExperiencePayandRewardManager
EssentialPayandRewardManager
- SignificantexperienceworkinginaUKLocalAuthorityinaseniorpay,rewardorpayroll-relatedrole.
- ExtensiveworkingknowledgeofNJCpay,termsandconditionsandtheirpracticalapplication.
- Provenexperienceofreviewinganddevelopingpaystructures,paylinesandlocalconventions.
- Stronganalyticalskillswithexperienceofpaymodelling,benchmarkingandmarketanalysis.
- DemonstrableexperienceofworkingconstructivelywithTradeUnions,includingconsultationandnegotiation.
- Hands-onexperienceofusingUnit4(ERP)forpayrolland/orpayandrewardprocesses.
- Arecognisedpayrollqualification(e.g.CIPP)orequivalentrelevantprofessionalqualificationorexperience.
- Provenexperienceofmanaginganddevelopingateam,includingperformancemanagementandworkforceplanning. xwzovoh
